The 21st Amendment was issued by president Franklin Roosevelt ultimately repealing the 18th amendment banning the selling, transportation, and buying of alcohol. This is was the only and is the only amendment to ever repeal a previous amendment. It was ratified by state ratifying conventions rather than legislatures of the states.
