America told Germany that they would hold them to "strict accountability" if Fermany sank any merchant ships that were carrying Americans. In May, a U-Boat sank the British liner Lusitania without any prior warning. There were 1198 people dead with 128 Americans dead. This made former presidant Theodore Rooselvelt upset and announced that Germany's actions were "murder on the high seas.”
