World Bank suggests a 2 pronged strategy for poverty alleviation:1) Enabling the poor to use their principle asset, labor, more effectively and
2) increasing the productivity of that asset through education, primary health care, family planning, and nutrition.
The goal remains development as growth through orthodox neoliberal policies
