Who? John Hancock (president of the congress- made a fortune off smuggling), other delegates including Ben Franklin from Penn. and Thomas Jefferson from VA.
What? Met in Philadelphia in May 1775, they adopted the Declaration of the Causes and Necessities for Taking Up Arms[see page 87] and appointed George Washington as the commander-in-chief of a new provisional colonial army; they sent the Olive Branch Petition to King George in 1775, which he rejected.
Why?
Causes--the demands listed in the First Continental Congress on page 86 were not met by the King and Parliament.
Effect--The Declaration of Independence was developed out of a committee of this congress, so the Americans sought independence from Great Britain.
