The date is the day it was enacted- The Royal Commission on Aboriginal Peoples was a group formed by the Canadian government to help Aboriginals. When they issued a report, they stated that there should be legislation that recognizes Aboriginal's sovereignty, institutions of Aboriginal self-government, and initiatives to address social, educational, health, and housing needs.
