Description:

President Gerald Ford signs the Education for All Handicapped Children Act (P.L. 94-142/EAHCA), which was designed to meet the educational needs of students with disabilities. At this time, the EAHCA did not have a mechanism in place for categorizing students with specific disabilities, such as ADHD. Instead, if a child met the definition of a student with a disability, then the student received procedural provisions and a free appropriate public education.
