Industrial expansion was promoted by the Pahlavi regime, while political parties that resisted the shah’s absolute consolidation of power were silenced and pushed to the margins. In 1961 the shah dissolved the 20th Majles and cleared the way for the land reform law of 1962. Under this program, the landed minority was forced to give up ownership of vast tracts of land for redistribution to small-scale cultivators. Many Shīʿite leaders criticized the White Revolution, holding that liberalization laws concerning women were against Islamic values
