On June 17 the Third Estate declared themselves the National Assembly. They were supported by many of the parish priests. When royal officials didn't allow the third estate to meet in their regular meeting hall on June 20, they gathered in the king’s tennis court and swore an oath not to disperse until France had a new constitution.
