Created the Star Chamber.This was responsible for prosecuting rebellious or lawless behaviour. It was made of Members of the Royal Council.
It later became the Court of Appeal
Noblemen could be brought before it
Develops more under Wolsey and Henry VIII as Henry VII preferred to use finance to control people
