Description:

The 11th amendment to the Constitution is ratified, which prevents states from being sued by citizens not residing within that state, as well as foreigners. The amendment was added in response to the ruling in Chisholm v. Georgia, in which the Supreme Court ruled the opposite. Congress pass the amendment in order to get around the decision.
