Description:

There was dispute over how to arrange Congress. James Madison proposed the Virginia Plan, which would give states delegates based on population. William Patterson proposed the New Jersey Plan, which would give all states the same number of delegates. Larger states backed the Virginia Plan, while smaller ones rallied behind the New Jersey Plan. Eventually, Roger Sherman proposed the Connecticut Compromise (or Great Compromise) that would allow both; Congress would be bicameral, with the House of Representatives (based on state population) and the Senate (2 delegates per state). This plan was eventually accepted.
