• Kwantung Army occupied large parts of Manchuria – set up puppet govt – renamed Manchukuo – LON refused to recognise – condemn Japan – unable to agree on economic sanctions as punishment – Japan left the league
• Thus, LON unable to punish Japan and forced them to withdraw → Japan continued to threaten neighbours → no international peace
