Description:
The terms were that all prisoners, deserters and refugees be released, all forces be withdrawn and a fine be paid.
This negotiation was dragged along because Hannibal and his troops were still stationed in italy. Hannibal's hesitaion to leave gave the carthage a little more time to negotiate the terms of peace. Hannibal left in the fall killing most of his horses to keep them from Rome.
