The Northwest Ordinance was an act which decided how many people had to be in an area to be declared a territory and how many had to be there to be declared a state. If you were a territory you could have your own legislature. In addition, slavery was banned in this area. Because there was 5 new non slave states, the slave states started to feel threatened. Because the states felt threatened by the slave:white voting ratio, the 3/5 compromise was put into place so that the ex-slaves would not have as much voting rights as the white people.
