Description:

- Zinoviev, Kamenev and Stalin had effectively formed the leadership of the party
- Stalin's influence in appointment of positions in the party had allowed him to pack the Congress with Stalinist delegates
- Trotsky attempted to criticise the increasing centralisation of the party administration, but got a hostile reception
- easily defeated in all votes
