The Stamp Act Congress was put into place by the British colonies. The congress was organized in response to a circular letter distributed by the colonial legislature of the province of Massachusetts bay, and consisted of delegates from nine of the eighteen British colonies in north american. How that colonists reacted was mad because they did o want to pay taxes on paper and other martial.
