Calcutta Commision was inspired by Haldane Commission which reviewed organization and function of London University
Appointed to understand the status of higher education in Bengal
Focussed on building constructive Policy
The work was covered in the period of October 1917 to April 1919.
Members of the commision: Dr. Gregory, Prof. Ramsay Muir, Philip Hartog, Ashutosh Mukhopadhyay and Zia Uddin Ahmad
Its final report pointed out -13 volumes long- Pointed out problems from other four universities as well:
Need for formation of Secondary and Intermediate Education Board- to be consisting all the agencies involved in secondary and intermediate education including the Govt.
Separate intermediate colleges having the subjects of Education, Arts, Engineering, Medicine, Agriculture, Industry, Commerce, Science- Apart from English and Maths, vernacular languages were encouraged to be the MOI
This would free the universities from the responsibilities carried over by the secondary education
Low educational standards were reported
Poor attention of the governing bodies towards education was observed
No filtering of intelligentia and very lenient systems existed
Calcutta university continued to follow patterns of Oxford, Cambridge and University of London
Too much pressure on Calcutta University of large number of students, so the university of Dacca was formed
Focus of the universities needed to be diverted towards teaching
Freedom was required from Curzon's imposition of governmental control on everything
Teachers have to be given more powers for academic issues
Academic council should have charge of curriculums, exams, degrees etc
Selection committees for selections of faculties and scholars to be set up
Department heads and full time Vice- Chancellor for the university has to be appointed
Applied science and technology courses had to be added in the curriculum
Three years degree courses
Pass and Honours courses for abler students
Inclusion of Indian languages and focus on oriental learning along with other subjects
Subject of Education to be included in intermediate, B.A., M.A. and degree.
Emphasis on female education through:
Special Board for Women’s education
Preparation for medical courses
Introduction of purdah schools for girls wanting to take education after 15-16
Courses suited particularly for women
Focus on welfare of the students lifestyle: Physical education
Encourage and safeguard Muslim students in all possible ways
Appointment of Inter University Board to coordinate among all the Indian Universities
The Commission revolutionized the organizational pattern of Indian Universities
Led to development to modern Indian languages and classical studies
