As time passed, the attitudes of the newly settled British became increasingly racist.
Their mindset was reflected in the 1852 constitution of the Cape Colony, which distinguished between two types of people, "civilized" and "uncivilized", without referring specifically to their racial identities.
However, the latter category obviously referred to the Xhosa population, who would henceforth be subjected to certain punitive laws, such as the requirement that the should carry passes.
