Williams. Harrison A. Williams was a Democrat who was born in New Jersey December 10, 1919, he represented New Jersey in the House of Representatives. He served from January 3, 1959 – March 11, 1982. He proposed the Endangered Species Act most likely because he was concerned about all the animals becoming endangered and extincted like a lot of the people at this time.
