Description:

Followed the non-intercourse act, which reopened trade to everyone but England and France. Macron's Bill No. 2 reopened trade to England and France conditionally. France and England both decided to stop interfering with American shipping, England after it was threatened with an embargo. But, it was all too late to prevent war.
