Eastern Germans began to press for the need for democracy, for its Chancellor Helmut Kohl recognised how a 'loose confederation' between the states, would not be enough to quell divisions in the East.

In the Bonn-Moscow-Washington talks of 1990, an agreement was made for Germany to not only reunify, but also come under the membership of NATO. The USSR had been persuaded to do so, with the provision of funding that would ultimately act as the foundation for his policies of Perestroika, and the improvement of the Soviet's domestic economy.
