Athens is often though of as the birth place of democracy. Twelve percent of people of Athens had the right to participate in the democratic decision-making process. Only male "citizens" were eligible to attend these meetings.
Athenian democracy contributed to classical liberalism in that they laid out the fundamental foundations of modern-day democracy. Although there was an exclusion of the majority of the population from decision-making process, Athen's short lived practices were much closer to liberalism than was seen in most of Europe at the time.
