Dante is at Heart Lace with Pence and Harley when he runs into Meghan, whom he has had antagonistic or petty encounters with for the past month (An "Ugh it's you, why are you here." sort of vibe). Pence notices it's Meghan Dante keeps looking at and decides to pounce since Dante won't, and Dante ends up making out with Meghan when Pence leaves for a second to get her away from him. Sheila can be blamed for getting him drunk.
