All of North Africa was under the control of the Arab caliphate. The only possible exception was Ceuta at the African Pillar of Hercules. These included family and confederates of the late King Wittiza, Arian Christians fleeing forced conversions at the hands of the Visigothic Catholic church, and Jews. After the Umayyad completed their conquest in North Africa, some authorities claimed that Christianity persisted in the region from Tripolitania for several centuries after the completion of the Arab conquest by 700. Later, there is also evidence of religious pilgrimages after 850 to tombs of Christian saints outside of the city of Carthage, and evidence of religious contacts with Christians of Arab Spain. This shows that, the Umayyad Caliphate tend to restore peace with other religions after their full conquest. An act of tolerant towards other religion have been practiced since the time of Prophet Muhammad S.A.W as long as they did not violated the peace treaties, they shall practice their own religion freely.
