The Second Continental Congress started meeting in Philadelphia, Pennsylvania. The Second Continental Congress was significant because delegates voted for Independence, appointed George Washington as commander in chief of the continental Army, and adopted Articles of Confederation that gave Americans a better form of government. The effect of this event is that the Second Continental Congress managed the Colonial war effort and moved incrementally towards independence. The effect of this event on the war is that they became allies with France by signing of a treaty.
