Alexander Hamilton argued that Article 1 section 8 (permitting the Congress to make laws that are necessary and proper for the government) gave the governemnt the power to establish a national bank. Thomas Jefferson and James Maddison said that any power that the government does not have belongs to the states. THe Bank billl ended up passing the house with a 39 to 20 vote.
