Description:

This act was passed in response to the civil rights movement at that time, and abolished Jim Crow laws as well as preventing discrimination based on race, religion or gender in the workplace. The act also created the EEOC to monitor and enforce these laws put in place. The federal government threatened to withhold federal grants from states or local governments that did not follow this act.

The Civil Rights Act and its enforcement demonstrated the Federal Government's ability to make states follow their laws. Since it was opposed by many southerners, the writers of the Act made sure to give southern states an incentive to not nullify it by withholding money from the states that did not comply.
