Description:
The Necessary and Proper Clause allows the Government of the United States to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution. This clause is an enlargement, not a constriction, of the powers expressly granted to Congress. This clause was included in the Constitution to allow power to be expanded when needed to the federal government. This is important in case of an event that came up where people were unsure of who's power it was. Throughout history, this clause has been used with the federal government to expand and help in areas of confusion.
