- Set high targets for industrialisation.
- International relations were poor in 1927; needed industry to build armaments.
- Land to be collectivised
- Stalin/the party assumed control of industry to a point Lenin had never imagined.
- Supposed to create the idyllic socialist society, from which the 'New Soviet Man' would emerge.
