British call for a study and they find that the mandate system is creating:i. Land competition
ii. Illegal immigration
iii. Resentment of the British
iv. Essentially, they find that the problem is that the mandate exists without a clearly defined long term solution, so they recommend ending the Palestine mandate, tell the British to leave the area, and create the first 2-state solution
