Description:
Occasioned by 3/21 revolt of Greeks against Turks. George Canning had succeeded Castlereach and kept congress from intervening in a crisis in Spain. This completed the breach between Britain and her partners in the Quadruple and Quintuple Alliances -- hardening of both the forces of conservatism and change. After this, the concert of Europe worked not through regular congresses but through ad hoc int'l conferences (245). One of the most important principles would be 'no annexation w/o ratification' - settlements shouldn't be bilateral, but include participation of non-belligerent powers.
