26 mars 1979 - 1979 President Carter appointed Joseph Califano Secretary of the Department of Health, Education and Welfare. He combined Medicare and Medicaid preparing for national health insurance to improve the management of the programs, and to increase their leverage in the healthcare marketplace and announced the creation of Health Care Financing Administration.
