General inquiry into the culture, practices, and ethics of the press was set up/conducted in response to widespread public concern about unethical behaviour carried out by the press. The report concluded that the PCC was "ineffective and lacking in rigour". The board unanimously voted to replace the PCC with a new body. PCC wasn’t really a regulator as much as it was a complaint handling body. Not a legislative body, and it's decisions were only enforceable by persuasion.Lack of disciplinary action following criticism by PCC. It was agreed upon that the PCCs interests were too closely aligned with the press, rather than the public.
