With growing unrest in French-Canadians, Prime Minister Lester B. Pearson's government constructed the Royal Commission on Bilingualism and Biculturalism on July 19, 1963. The commission gave French-Canadians the lingual and cultural protection they desired, bringing about several major provincial and federal language policy changes. Their three main focus areas were: bilingualism in the federal government, public and private organizations' promotion of cultural relations, and the opportunity for Canadians to become bilingual in English and French.
