Govenor Winship's main objective was to put an end to the Nationalist Party. To accomplish this, the brought in Colonel Elisha Francis Riggs as the new Insular Chief of Police by recommendation of Maryland senator, Milliard E. Tydings. In turn, Riggs, with full support from the new Governor, started to set military-training standards for the police in order to tactically control turbulent manifestations. Over the years, some of the exchanges between the police and the Nationalists ended as blood filled encounters. Such were the cases of the Río Piedras (October 1935) and the Ponce (March 1937) Masacres.El objetivo principal del Gobernador Winship era terminar con el Partido Nacionalista. Para lograrlo, trajo al Coronel Elisha Francis Riggs, nombrándolo Jefe de la Policía por recomendación del senador por el estado de Maryland, Milliard E. Tydings. Riggs, con el completo apoyo del Gobernador, comenzó a implementar estándares de entrenamiento militar en la policía para controlar tácticamente manifestaciones turbulentas. Durante sus años como Jefe de la Policía Insular, algunos de los intercambios entre ese cuerpo y los Nacionalistas fueron sangrientos. Dos casos fueron las masacres de Río Piedras (octubre de 1935) y Ponce (marzo de 1937).
