On February 5th, 1937, announced a plan to expand the Supreme Court to a possible 15 judges. In April, shortly before the bill went to a vote in Congress, the Social Security Act and National Labor Relations Act were passed, thus making FDR’s plan unnecessary, and the Senate voted it down with a vote of 70 to 22.
