F-R strengthening relations began in May 1890 - F urged R to join them in military agreement vs G but R refused at first until F offered $; July 1891 - F naval squadron arrived in Krondstadt; Aug 1891 - secret diplomatic agreement made; Aug 1892 - military convention committing R to attack G if G attacked F and vice versa; Oct 1893 - R fleet went to Toulon; Jan 1894 - F formally endorsed alliance.
