Description:

The new council issued some innovative provisions: definition of the topographical quarters for fiscal, administrative and military purposes; acquisition of an area for the urban market and expropriation of privately-owned mills operating in the city. These perhaps too strong innovations spurred a reaction: in 1220 there no longer were popolani in the Consiglio generale.
