Description:

Divided S into 5 military districts each commanded by Union gen and policed by Union soldiers, 20k in total; Temporarily disenfranchised former Confeds; Congress laid down strict conditions for readmission of seceded states; Ratify 14th amendment → former slaves = citizens; Hardest for S = guarantee full suffrage for former adult male slaves; Did not give freemen land or education at fed expense; Was to create electorate in S states that would vote states back into Union on acceptable terms → free fed gov’t from direct responsibility for protection of black rights;
