It was a part of the largest peacetime military build-up that increased the US nuclear defenses. Reagan did this with hopes to "out defend" the Soviet Union because they could not spend as much on defense as the US. The Soviet Union did not have a stable economy and was using all of their resources in Afghanistan. Reagan saw the Soviet Union as an "evil empire" so he chose to use force.
