Report on the possibilities for economical development in the bantustans.
- tomlinson recommended increasing plot sizes and turning communal land into private tenure, thus driving out many families to create bigger economic units for farming.
- advocated major funding for rural industries
- believed that private enterprise, both South African and foreign, should be encouraged in these areas.
Verwoerd did not support the recommendations due to the large expense (£100k) and the possibility of displaced locals migrating to the towns.
