While Darius, Cyrus, and Cambyses all tried to be nice to the people they conquered, Xerxes didn't get the memo.

Mesopotamians and Egyptians were kind of annoyed because they had a strong history of independent rule, and rather than appeasing them, Xerxes repressed their protests and rebellions.
