On this day, Kennedy issued presidential proclamation 3542, which forced Alabama governor George Wallace to follow the federal court's orders to allow two African American students to register for a session at the University of Alabama.
In response to Wallace's defiance, Kennedy called his brother, Attorney General Robert Kennedy to negotiate with Wallace, which failed.
The district court demanded that Wallace allow students to register on six days later. On the day that students were set to register, Wallace stood in front of the auditorium. General Katzenbach decided to call Kennedy, who, using Presidential Proclamation 3542, called in the Alabama National Guard using Executive Order 11111.
