Genosha establishes it's first constitution. It created elected positions in the Legislative Council – although the franchise was restricted mainly to the white and fair-skinned Indian elite who owned real estate. Is contains a passage mentioning that "those afflicted with inherited anomalous phenomena" are disenfranchised regardless of their ethnic origins. This is believed to be the first explicit anti-mutant law in the modern world.
