Description:

Federal law designed to regulate the railroad industry, particularly its monopolistic practices. It required railroad rates be "reasonable and just," but did not empower the government to fix specific rates.
Prohibited short haul or long haul fare discrimination (price based on shipping distance: Charged more for short trips with less business competition and less for long trips with more business competition)
This had previously been unfair to small farmers who only needed to ship short distances but were charged much more
