After achieving statehood, CA passes the Act for the Government and Protection of Indians, allowing Indigenous "vagrants" to be indentured on CA ranches. Law weaponizes traditional subsistence practices. Indentured servants are essentially slaves, auctioned to the highest bidder and subject to corporal punishment.
