from 1937 they need to loosen up restrictions on female employment —> no more restriction on female employment under the Encouragement of Marriage- they need to do this as they need labour when preparing for war, a lot of the men will soon be in the army and fighting
before this women restricted from employment —> 1933, from certain jobs: teachers, doctors, civil servants)
