Description:

- Kapp then attempts to create a new government and invites Kaiser back
- Weimar government tries to send in the army but the **army refuses to fight former soldiers**
- instead Weimar government, instead **asks for help from trade unions who organise a general strike against Kapp,**
- city becomes paralysed (no trains running or work being done) so Kapp cannot manage the city (the public does not support him)
