67 new constunceys created (mainly in cities)
Small landowners, shopkeepers & factory owners could now vote (anyone who paid more than £10 py rent) 20% of men
Many were still excluded from the vote such as workers and lead to the popularity of chartism, and no secret ballot kept pressures
