The United States and Canada settled on fishing rights in the Pacific Ocean in 1923 with the Halibut Treaty. It was the first environmental agreement intended to protect a supply of marine fish. Among other historic occurrences that marked Canada's transition into becoming a sovereign state, it was also the first treaty that the government of Canada freely negotiated and signed (by Prime Minister William Lyon Mackenzie King). For Canadian autonomy in international economic affairs and resource management, it was an important event. When the US overtook Britain as Canada's top trading partner in the 1920s, it also signalled a change in the country's economic priorities from Britain to the US. The International Pacific Halibut Commission was established by the treaty and is still successfully in operation today.
